Town of Blacksburg and Montgomery County Boundary Adjustment Agreement (2025 corporate limits survey)

An agreement between the Town of Blacksburg and Montgomery County moves approximately 7.2 acres of unincorporated county land into the town to correct mapping errors and remove cases where a tract is split by the town line, following the town's first full corporate boundary survey since 1973. The affected land is in four areas: the Mount Tabor Road and Bishop Road area (northeast), tax parcel 227-A 4C (east), the South Main Street area (southeast), and the Stroubles Ridge subdivision and Merrimac Road area (southwest). The Board of Supervisors approved the agreement 6-1 and Town Council approved it unanimously, both on November 12, 2025. The new line takes effect once the Montgomery County Circuit Court enters a final order on a joint petition.

The project

The details.

Town survey figures reported to both bodies: the town covered 12,016 acres (18.85 square miles) on the 1973 plat, 12,679 acres before the 2025 survey, and 12,686 acres (19.82 square miles) after it; staff said nearly all of the corrected difference comes from town-owned property behind the former Blacksburg High School site. Town officials described the action as a boundary line correction, not an annexation, and noted it does not change private property lines. The agreement anticipates initial town zoning of R-4 for the east area (Exhibit D). The county resolution directs the County Administrator and County Attorney to petition the Circuit Court under Virginia Code Section 15.2-3106 et seq. Town Council held its public hearing on October 28, 2025 and deferred action to November 12, 2025. Note on street names: county records describe parcel 227-A 4C as adjacent to "Grave Avenue," while Cardinal News listed Grove Avenue, Elliot Drive, Myers Place, Rucker Drive and Mason Drive for the east area; the county record is used here. A separate, earlier 2021 boundary adjustment brought the Stroubles Ridge housing site into the town (per Community Housing Partners). Whether the Circuit Court order has been entered was not found in public records.
