The update responds to required revisions from the Virginia Department of Conservation and Recreation. It allows increases in flood elevation or velocity within a property only if there is no increase on neighboring parcels, adds an exception for historic contributing structures, and leaves the Downtown Commercial district exempt pending further study. Within locally regulated floodplains, the General Commercial district is not regulated. The Planning Commission recommended approval 8-0.
