Council policy on new student housing
Resolution 8-F-25, adopted 7-0 on August 26, 2025, sets how Town Council weighs new high-density student housing: each request on its merits and fit with the Comprehensive Plan, with the burden on applicants to show quality design and neighborhood compatibility and a preference for mixed use in commercial districts.

The details.
The resolution states that since 2014 the Town approved 4,813 student housing bedrooms that were built and 1,225 that were approved but not built, that multifamily housing is 60 percent of the housing stock, and that few appropriate sites remain. It encourages redevelopment of older units in student-oriented areas and replaces Resolution 2-F-19. Council denied two large student-oriented rezonings in December 2025.
