Toms Creek Basin sewer policy

Town engineering staff recommended revising the sewer policy for the Toms Creek Basin to allow gravity sewer where feasible instead of requiring septic tank effluent pumping (STEP) systems in all cases, and to study infrastructure needs for future development areas there. Council discussed it on August 4, 2026.

The project

The details.

STEP systems would be kept for appropriate low-density development. Staff recommended a preliminary engineering report on future development areas in the basin; Council members noted that higher-density development there would need significant infrastructure improvements. The policy governs how sewer service can be provided to new development in the basin.
