Town Council rezoned 9.7 acres at 3503 Holiday Lane, off Yellow Sulphur Road in south Blacksburg, for five four-story apartment buildings with 320 one- and two-bedroom apartments (480 bedrooms) and a clubhouse. Council approved the rezoning 7-0 on October 14, 2025, after the Planning Commission recommended approval 6-2.

The request (RZN-25-6) rezoned the land from General Commercial and Office to Planned Residential. The plan shows 455 parking spaces (0.94 per bedroom), about 28% open space with a pool, fitness room, dog park and a roughly 9,450 square foot community and leasing building. A companion ordinance vacated about 34,872 square feet of Holiday Lane right-of-way so a 10-foot multi-use trail can be built. At the hearing the applicant described the apartments as market-rate units rented by the unit, not by the bedroom. Two earlier applications for the same address were withdrawn: RZN-25-1 (Catalyst Blacksburg, withdrawn April 2025) and RZN-25-4 (four buildings and 256 units, withdrawn when parcels were added). In February 2026 Council vacated public utility easements at 3503 and 3511 Holiday Lane. The Town Comprehensive Plan shows this area as Commercial.
