JJB Properties Harding Road master plan amendment
JJB Properties, LLC amended its 2019 rezoning and special use permit for about 16 acres along Harding Road (Route 785), just east of the Blacksburg town line. The changes add an office site on a 1.236 acre General Business parcel, revise mini-warehouse buildings and parking and remove the southern entrance on a 1.975 acre Community Business parcel, and change the temporary end of Juel Boulevard on a 12.743 acre R2 parcel from a cul-de-sac to a T-turnaround. The Board of Supervisors approved both amendments unanimously on April 13, 2026.

County staff described the site as the property commonly known for the Bug Shop. Amended proffers require general conformance with a master plan dated February 2, 2026 (revised February 20 and March 23, 2026), construction of the new road to county and VDOT standards with public dedication once at least three units on the street are occupied, and exclusion of several by-right Community Business uses. The amended mini-warehouse permit limits hours to 7:00 a.m. to 7:00 p.m. The Planning Commission held its public hearing March 11, 2026 and recommended approval. The original rezoning (ORD-FY-20-02) and permit were approved September 23, 2019. Ordinances ORD-FY-26-28 and ORD-FY-26-29.
