Tech Terrace redevelopment (305 Webb Street)
A proposal to replace the Tech Terrace apartments on Webb Street and Orchard Street with one seven-story building over a two-story parking deck, with up to 723 bedrooms. Town Council denied the rezoning 6-1 on December 9, 2025, after the Planning Commission recommended denial 4-3.

The details.
The request (RZN-25-9) covered 305 and 309 Webb Street and 800 Orchard Street (about 2.6 acres) and would have rezoned them from RM-48 Medium Density Multiunit Residential to Planned Residential. The existing complex has four three-story buildings with 192 bedrooms. The application listed 209 units in one- to five-bedroom layouts; at the Council hearing staff described a revised total of 703 bedrooms. The applicant described a $2 million contribution to the Town Affordable Housing Fund and about $800,000 in sidewalk improvements. An earlier version (RZN-25-5, five stories, 662 bedrooms) was withdrawn in September 2025 when a parcel was added. The Planning Commission minutes and the Town case page describe the October 7 vote differently (a motion to recommend approval failing 3-4 versus a recommendation of denial 4-3); both mean the Commission did not recommend approval.
