The staff analysis reports proposed operating hours of 4:00 p.m. to 9:00 p.m. aimed at the after-school market, and an applicant estimate of no more than 74 vehicle trips per peak hour and 370 trips per day; VDOT noted no exceptions at initial review, with sight distance and entrance requirements to be confirmed at site plan review. The concept plan shows a building of about 6,000 square feet with rear parking. The site lies in an area designated Outdoor and Natural Preservation Areas in the Montgomery Matters plan, in the Prices Fork Magisterial District. Residents who spoke at the Planning Commission raised traffic, environmental disturbance, groundwater and neighborhood compatibility concerns. Date note: the county application page and Planning Commission agenda give the hearing date as September 9, 2026, while the Planning Commission chair's memo is dated September 10, 2026 and refers to a hearing that day.
