Shah Development, LLC is developing the Capstone subdivision by right in the R2 zoning district off Graves Avenue, north of the Blacksburg municipal golf course, in the Mount Tabor Magisterial District. Phase I has 18 single-family detached lots of about 1 to 3 acres and 2.119 acres of dedicated open space, served by private well and septic. The Board of Supervisors unanimously approved the final plat for recordation on March 23, 2026.

County records describe 18 lots, while the plat title reads "Lots 1 Through 17"; the lot count stated in the county resolution is used here. A homeowners association assumes stormwater facility maintenance. Lot size range is from Cardinal News. Resolution R-FY-26-93.
