The project

The details.

The district (Zoning Ordinance Amendment 60, Ordinance 2001) sets standards for building placement, height, density, landscaping and parking and encourages active ground-floor uses. At the November 18, 2025 work session staff described most buildings as capped at 100 feet, with lower limits near Main Street and Turner Street, and drive-throughs limited to specific locations with a conditional use permit. Staff told Council on December 9, 2025 that rezoning into the district requires a signage plan for both vehicles and pedestrians. The Planning Commission recommended approval 6-1 with conditions on height and a 30-foot buffer. Council had asked the Commission to study effects on the historic St. Luke and Odd Fellows Hall nearby.
