Stroubles Ridge

Community Housing Partners is building Stroubles Ridge, a community land trust neighborhood on 24 acres along Merrimac Road with 46 lots planned for up to 70 homes, including single-family homes and potentially duplexes. The first 20 three-bedroom homes are for buyers earning up to 80 percent of area median income through the New River Home Trust, with prices starting at $230,000. The town has committed $1 million in ARPA funds and $2 million in CDBG funds, and on August 12, 2025 Town Council waived $96,000 in water and sewer availability fees.

The project

The details.

Community Housing Partners reported in August 2026 that construction began in November 2025 after months of infrastructure work and that the first nine homes were on track for completion in fall 2026; its April 2024 announcement described an earlier groundbreaking for infrastructure. Homes use modular construction and are to meet EarthCraft standards. Funding listed by the developer also includes HOME, Housing Innovations in Energy Efficiency, Congressionally Directed Spending and Virginia Housing Trust Fund sources. The site, formerly owned by Montgomery County (per WDBJ), was brought into the town by a 2021 boundary adjustment, and the 2025 Boundary Adjustment Agreement also includes the Stroubles Ridge subdivision area. The town resolution states the waiver as $96,000 in numerals; its written amount reads differently ("Ninety-Six Thousand Eight Dollars").
